DAS-Central Procurement has authored a new Conflict of Interest – Related Party policy which is applicable to Central Procurement staff and all employees authorized by all State agencies to purchase goods and services for the State, collectively “Purchasers”. The policy incorporates various sections of the Iowa Code and includes the aspect of related parties. Intent of the new policy is to provide additional protection for Purchasers as well as the agency represented in the procurement activity.
Policy requires declaration of conflicts and/or potential conflicts, as required by Code. The addition of related parties broadens protection. The policy provides opportunity for a Purchaser to declare an unknown conflict which may arise during a procurement exercise… which can happen…protecting all parties from inadvertent compromise. The policy provides an avenue for unknown conflict relief if such an event occurs.
The new policy will become part of the “Introduction to Procurement” training module provided by Central Procurement. Acceptance of the policy and signature submittal will be required for procurement course completion.
Adoption of the new policy is a Best Practice of procurement, further demonstrating our approach to procurement neutrality and objectivity. Please review the new policy and do not hesitate to contact me if you have any questions.
